This game combines components (25 cards, 27 dice, 27 cubes) from the first 3 Nano9Games - Empire, Railways and City Planner - and has both a solo mode and a two-player mode.

Players compete to build and upgrade buildings, build railways, move passengers to their destinations, and produce goods in their factories to acquire capital and make profits.

Empire Planners is strictly a rule book. Players will need Empire, Railways and City Planner to play.
