In this expansion you will find a new faction, namely the Netherlands! Jan Leeghwater is responsible for water management and adds even more water to the game.

The External Works mechanic, a set of powerful tiles that you can get on a new action space. With it you can perform many actions, but be careful: to unlock the power of External Works, you must burn the required amount of concrete mixers and excavators instead of just adding them to the construction wheel.
